## Explicit Delay/Bounds Currently in Contracts

* `AccessControlDefaultAdminRules` is initialized with delay `0` in current deployments.
* `Overseer.setPauseDuration` must be `>0` and `<=14 days`.
* `Overseer` V3 initialization sets pause duration to `7 days`.

## Clarifications

* Pause durations are not equivalent to upgrade timelocks.
* Address-level transfer disable controls affect transfer behavior and are separate from burn/redeem queue accounting. There are no protocol or admin level restrictions on burn/claim transactions.
* No active on-chain veto mechanism currently enforces upgrades.
